I have a 1992 Captiva 206 open bow that we just put back in the water for the season, and it is acting like the power steering is out...  marina guy said that it could be a rusted/jammed up steering cable, but I think it may be a pump issue.

ANYONE had this problem?  It is really hard to turn, and all fluids are full, and I sprayed WD-40 on the pistons on the I/O, under the console on the cable end, etc.

I had a similar problem with my 192.  First they replaced the steering cable, not it.  Then the actuator.  That did it, but not cheap.
