I have an 89 Captiva 186.  I bought it last fall so this is first summer.  First few trips my speedomoter wouldn't work.  I adjusted the tube at the back of the boat and it would register once I got going and start out at 15 mph.  I opened it up with 4 people on board and it was only at 30 mph.  It's has stopped working again.  I don't know if that was an accurate speed and I don't know what this motor (same as yours but have a 21 pitch prop)) was suppose to be able to do.  But 36 mph seems good to me.

I just had my 21 pitch prop repaired and they told me for tubing and skiing that a 19 pitch would be better for pulling out of the water.  It will lose some top end so if you are looking for more speed than perhaps a switch to a 21 pitch prop would help.

My opinion, which isn't worth anything.....your boat should be reaching 40mph at a minimum, maybe even 41-42 ish.  I'm assuming due to the boat being a 91 that it is carbed.  We have a 209 with the 305 V8, carbed and a 19pitch 3 blade aluminum and I'm getting 46 at wot.  Apples to Oranges yes but your boat should come in quite a bit lighter than the 209 and there really isn't that much less power in your 4.3L  The big difference is the torque curve.  That's where the V8 really shines, getting up out of the hole faster.  You can't trust the speedo in the dash.  GPS is the best way for an accurate reading.  Grab your GPS out of the car for a simple test.  One more thing, once on plane do you trim the outdrive up slightly?  You'll hear the difference in the engine and gain 1-2 mph.  If after GPS testing and playing with the trim position you're still at 36-37mph you may want to do a complete tune-up.  Look at your cam timing too, it may be off.

My '95 180 with a 3.0l 4 banger can get up 42 mph with 3 adults on board.  36-37 seems pretty slow for your set up.  The 4.3l should get your boat close to 50mph.  What kind of shape is your prop in?  I filed some small nicks down from my prop and gained about 3mph instantly.

Just for reference, consider my boat - '93 Captiva 186:

I have the 4.3L (4bbl carb) and a 21p prop. My top speed (2 - 3 adults) was between 47 - 50 mph. With me alone and perfect lake condtions, it will hit 51 - 52 mph.

WOT for a 4.3 Mercruiser is 4400-4800 RPM. If you are running a 19 pitch prop(which the 4.3 has plenty of power to turn) there is something else going on. Start with a tune up first. Also might want to replace fuel filter if you have one on that. I'm guessing a fuel flow issue myself.
