WRIGHTSVILLE BEACH, N.C. – Two separate bills, one in the house and one in the senate, would make it mandatory for people behind the wheel of a boat to pass a safety exam.

Michigan doesn't a boat operators requirement but does require a state issued certificate for PWC operators.

My guess is that we will soon see a boat operators certificate required for most of the states, maybe even a federal one.

After Sept 15 this year all boaters in Canada if require PCOC or foreign government issued certificate.
