This will correct your problem. But 1st disconnect the black hose to the sea-cock and make sure it's not stopped up.

 liv2ryde100:

We have the same head as you do on our 2000 270.  last year I replaced the entire head due to a cracked valve/pump base.  It was just easier replacing the whole thing.

however, this year..., back in June we also had the same problem as you are describing...it simply would not pump.  Now sometimes it seems that the pump will loose suction.  This can happen if the handle is pumped while the boat is out of the water.  I found that if I quickly pumped the handle and it regained the suction..., and no more problem.

But this past June, this trick did not solve the problem.  I took apart the top of the pump and checked things out...all seemed ok.  Put back together and still could not get suction.  I took it apart again and took a closer look at the top gasket.  I found a small crack in the rubber which was causing the problem.  Now keep in mind that this is a new head...barely a year old.

I keep a repair kit on board, so i replaced the gasket, that fixed that problem.

Now...I have a new issue.  Water keeps seeping back into the bowl while we are gone during the week.  I suspect the joker valve is not closing properly...., and/or in addition, I'm going to check the drain hose that goes into the holding tank to see how it is routed.  If there is a dip in the hose along with maybe a rise..., may be causing waste water to come backwards......Well see when i get a chance to work on it!

Always keep one of those repair kits handy!

FYI:
It seems like you need to rebuild those manual heads once a year no matter what. I had similar problems on my 03 270.

I just replaced mine this past year too, along with a few other seals/components in there.  This was the first time I did it, but I need to for a year or longer.  It is really simple to replace.  It is located in the line that comes out the back of the toilet that goes to your holding tank.  If you take it apart right at the bottom of the head (just a couple screws), it is located right there.

easiest fix  all. shut off seacock forever. use the toilet ,then use shower head from sink to fill up and flush bowl. simple ,tired of fooling with the pump . nuff said

Or just fill the toilet with some clean water and pump it thru the line first.  That is what I did and it seemed to work fine.
